フォルダをダウンロードした時のアーカイブ内ファイルの更新日付について

フォルダをダウンロードした時のzipファイルの中に含まれているファイルの更新日付が、 元のファイルの更新日付の9時間前になってしまいます。（タイムゾーンがGMT+09:00に設定されている場合） タイムゾーンを変更しても、zipファイル内のファイルの更新日付は変わらないようです。   この現象は私の環境によるものなのでしょうか？
