二段階認証時のメインとなるディバイスの電話番号が登録できない

私は，一度，二段階認証を外しました。その後，もう一度，二段階認証をオンにしようとしたところ，元のディバイスの電話番号が入力できません。ロックされているらしいです。どうしたら，この問題を解決できますか？
