I don't necessarily think it has to be implemented as an ignore file like .gitignore, but at the very least Selective Sync really should not be exclusively oriented towards preventing files from other machines and the cloud from downloading to your device. It is just as likely that a user would wish to prevent local files from propagating to the cloud and their other machines, but Dropbox does not cater for this at all.
