I think calling /sharing/list_shared_links with the path to the file you're interested in and direct_only=true is the best way to do this.

In Java, I believe that would be:

ListSharedLinksResult result = client.sharing().listSharedLinksBuilder()
    .withPath("my path").withDirectOnly(true).start();
