This can happen when the link has been shared or downloaded too many times in a day.

Check back later and we’ll open access to more people.

You just need to wait the ban out I'm afraid. 

 

It'll usually clear within 24 hours if if is your first one.

24 hours is for the first bandwidth overage. Each subsequent ban for an overage lasts longer. Your links may have also been banned for another reason.

If someone else sent it, then it's their account that's having this issue. You might want to give them the info that Rich shared above.
