This app has reached its user limit, with just two users

We are only two users with the app that I developed used exclusively as a batch run within Windows.  Recently, I am using my grandson's windows 10 PC and I am trying to import the dropbox api within Python using VS Code.  This is the normal operating environment I use at home.  I am currently getting this error I have never seen before:

When I try to authenticate I receive this other error.  We are just two users.

Any suggestions are appreciated.
