HI JMLLostAllPhotos, it sounds like you're referring to this change for Mac OS devices regarding the Photos library. If you were able to move the library, then the files should be in it, though some might've been lost during the migration.
However, it's possible that there's still a copy of the library in the events page or deleted files page on the Dropbox site. You could try to recover it, then import it into Photos, to see if the missing files are within.

No I didn't get a screen shot, I was too busy panicking 🙄 Yes, I always used Dropbox as my photo back up. I seem to recall there was a change announced by DropBox about my photo back up, like I was only going to be able to access photo through a browser. I thought I had done whatever I needed to do to make the adjustment, but I'm guessing I didn't. I talked w apple support and they helped me restore my photos from the Cloud, and they lectured me about using DropBox. Here's the thing: I know DropBox had more files than I have in my iCloud photo roll - deleted files, jpgs, HEIC files and such. I'm not sure I can access those files. I think they may have been deleted when Dropbox did its change over. It's difficult for me to recall because Adobe did something similar at about the same time.
Any help would be appreciated
