The final 3R solution worked: I reformatted the hard drive, reinstalled MacOS, and reinstalled Dropbox. It now performs normally.

I went through the steps in the linked document, which took a couple of hours.
BTW, when I issued the following commands in Terminal:
sudo chown -R "$USER" ~/Dropbox
sudo chmod -R u+rw ~/Dropboxsudo mv ~/.dropbox ~/.Trash/dropbox.old
The system returned "unknown" or something similar, but I completed the remaining lines anyway. Then, I reinstalled Dropbox and downloaded and updated all the files.
Unfortunately, the same problem remains.
