How to find out exactly when I shared a folder - about 12 months ago.

You won't be able to. The Events page doesn't go back that far.

 

Are emails sending folder links kept somewhere on Dropbox?

No, Dropbox does not keep emails that are sent on your behalf. Your best option would be to contact the recipient and see if they still have the original email that they received.
