re-linking a device
I had to install a new Windows OS, and was afraid that doing so might delete all my files and then sync those deletions--so I unlinked this PC from Dropbox. Actually, nothing was deleted on my PC. ...

I tried this, but after the install there are no prompts or anything.

If the Dropbox app's already installed on your device, you can try to manually start it via your Programs/Applications (depending on your OS), and then, you should be asked to sign in with your Dropbox account credentials.
