Hi, posting again to say I was able to fix the problem. At least the problem I was having. It appears to have been a user privileges issue for me. Try checking the users and groups with read/write access to your Dropbox against those of another, working folder in your Picture library and change accordingly. There was a system group that didn't have the necessary access in my case.

Theodore - just to expand on your answer (which was really helpful and correct).
I went to my original Pictures folder (the non-Dropbox one), right-clicked and selected properties, then Security tab and saw that permissions for SYSTEM were 'Allow' for all.
I then went to my Dropbox photos folder, right clicked, Properties => Security tab, clicked 'Edit', checked the top 'Full Access' box, which then checked all the rest. Clicked 'Ok'
Suddenly it all whirred into action and the photos in my Dropbox folder have been recognised by the Windows Photo app.

Both folders have the same security settings for me, and yet the dropbox pictures folder cannot be seen in Windows Photos. I can specifically add it, and it will show, but at the next reboot (or later) they will just have disappeared again. After a reboot I actually saw them all disappearing...
What to do? Any alternative solutions?
