Why does someone need to register to Dropbox to view a shared link?

I sent a file to someone successfully but the second time she said Dropbox wants her to register.  Why the difference?  How do I re-send so she can receive on the free account?

    this prompt is normal when viewing a shared link on the Dropbox site. 

     

    There should be an option underneath where they can view the file on the site without having to register to Dropbox.
