You are placing 2 completely independent questions. To resolve your issue use one of the ways; don't mix them since a bigger mess may come up.

If you want to restore local data that's "locked", just log in as root - execute something like:
$ sudo bash
You will be asked for your password; that's your local password, not the Dropbox one, just enter it. Now you have unlimited access and can restore everything (keep in mind that you can harm everything at the same time, so take care).

You "thought"?! 🤔 Is it in your Dropbox account or not? If there is nothing then... nothing. 🤷 If there are all your data, then local application setup should sync them back. 😉

I wish had your comments earlier. I have format the hard disk and install ubuntu 22.04 as I was relaxed that this entire folder is already at dropbox cloud. So I can't use this truly great advice. I will keep it for future. But for this folder in my laptop has lost in the process of installing ubuntu 22.04.I don't see anything in my dropbox account. Someone suggest look at the events to track things but it isn't showing any past events at all either as if it is totally a new account just got activated.
So I should consider all the data as lost. It is mostly my thesis write ups written at different times during last 3 years. Perhaps I should use multiple services like dropbox such as pcloud, couldnext which are supposedly more attune to linux. I'm personally disappointed with the supposed confidence and security associated with dropbox. Anyway, if there is still some paths to explore, please suggest.

In all cases (including using any cloud service - Dropbox or other one), it's good idea to make sure everything is sync all the time. If you have installed your Dropbox application, but for some reason it hasn't been running all the time (or hasn't run at all), your account content may lack some content you thought is there (or all content). That's why, as I said, keep check (including for running application and if everything is up to date)!
Another thing that often happens is people create new account unintentionally. Of course, it's empty. If by any chance you are in this situation, make sure you are logged in using the same email as previous. Logging in with the correct email may restore your content if correctly synced before.
