I had this same problem running a 32 bit version of Q4OS to resurrect and old Fujitsu Lifebook. I downloaded and installed the newest .deb package and installed it. I kept getting the same error you report above:
"Trouble connecting to Dropbox servers. Maybe your internet connection is down, or you need to set your http_proxy environment variable."
Eventually I found the latest 32 version of the Dropbox daemon. The link is below. Download and extract it. Move the .dropbox-dist folder from your Downloads folder to your Home folder. Run Dropbox from the GUI or from the CLI (dropbox start). Everything should work fine.
