There isnt a Dock application any more. That has been removed. 

 

If you are clicking the icon and getting Finder thats a setting which has been altered in the app. Try and ctrl+click on the icon and then click on your little icon at the top right and preferences. That will let you in and you can change the settings

Yes, that's the Dropbox app you're seeing there when you click the icon.

What were you expecting to see when you opened the Dropbox app? As mentioned by Mark, the previous version of the app with the window showing the files is no longer available.
