AVG Support worked on my PC remotely today using "Support-LogMeInRescue" for about an hour, and were not able to solve it. While they were working through after checking "Blocked & Allowed Apps", which I had already checked, I noticed them checking "Exceptions" and adding the link to the Dropbox shortcut which did not work. They said they would need to do further work offline, would terminate the session and call back. While waiting for the call back I went back to the "Exceptions" menu and added "C:Program Files (x86)\Dropbox\*" to "files, folders...to exclude from all shields and scans" and Dropbox started. While there are obvious risks to adding exceptions like this, for the moment, this has solved the problem.
