Hey there inciteimages - sorry to hear you're having issues while using Paper.
Have you tried this on another network?
Moreover, could you be so kind and try accessing Paper from another browser ( such as Safari, Mozilla Firefox, or Chrome) or on an incognito window (private browsing on Safari) and let me know if this persists?
Another thing I would do if I were you would be to clear my browser's cache memory Should you find this persists on several browsers and on an incognito window (without any web extensions or plugins) please go ahead and log a ticket with our team letting them know about this.
Hope this helps and please keep me posted!

Same Problem here, it is not the network issue. I use Paper to connect with my staff and it is not working now, I always thought of Dropbox as "reliable", is it changing now?

Me too, it happened also to me today. I like Dropbox Paper and I use it to take notes fast at school... but since there is not offline mode, I can´t keep writing until there is conection and it is frustrating :( please fix this guys.

Hi there, Thanks for response. I had already tried troubleshooting by using another browser (Chrome). same issue. I'll try clearing cache and use an incognito window now.
