I cannot see whether or not I'm eligible for the File Provider version of Dropbox
According to the article found here:

I should either see a "Get started" button, or a message saying I'm not (yet) eligible for the upg...

As a first step, you let us know what the current location of your Dropbox folder is, as seen in the Sync tab of the Dropbox preferences?
And can you send us a screenshot of the Sync tab as well?
Also, what is your macOS version?
