Well I experienced a similar problem, that started about a week ago on all older devices.
On some devices, the app stopped syncing new folders or files I recently added. My iPad running iOS 12.2 has problems followed by my iPhone running iOS 15.7.
Oddly enough I can access files without any problems through a older app called PDF Expert without any problems - old API, old Backend Interface probably.. Seems like dropbox deliberately kicking old apps, but not necessarily because the app is running into any issues.. it's man made, which makes it more pathetic and stupid..
When the service can't ask or check for any software version it can't block the connection.. but I might give them some more ideas to block old service APIs too.. try accessing either through the Apple File System Explorer ("Files-App") or another app service like PDF Expert..
God I miss the time when people were still optimizing for compatibility and not deliberately making things harder and harder for people to use their old s***..
I might check on my even older iPhone running iOS 9.3.5 - the app never had the update reminder in it - maybe this one is still working, because it's not manipulated into breaking connection..
