Is the Library>CloudStorage folder, still an obligation or is that not relevant any more?
A few months ago, I was forced to nest my Dropbox folder in the Library>CloudStorage folder. It seem to be a new Apple procedure with Ventura.

Sorry to jump in here, rlesperance!
It sounds like you were able to choose the location of the Dropbox folder after you disconnected the computer from your Dropbox account and then reconnected it.
This is shown in the article that Megan linked above, about the new experience for macOS on File Provider.
To address your other questions, while we recommend updating to the latest version of Dropbox for macOS on File Provider, the update isnât required for you to continue using Dropbox.
If youâd like to keep your Dropbox folder on a different drive, you can stay on the version of the Dropbox desktop app youâre currently on.

Since you were able to choose the location of your Dropbox folder, that means you're no longer part of the File Provider version of the Dropbox app.
It seems that when you tried re-connecting your folder, and re-linked your device; you were downgraded from the new macOS File Provider experience. Hence why you had the option to move your folder to the desired path.

That's what I concluded without being sure. To retrograde an upgrade after being disconnected is more a bug than a feature.
Is Dropbox working on a fix for that ?

We aware of this behavior, and will work to improve it in the near future. As of now this serves as a debugging opt-out option as well rlesperance.

Does that mean that when disconnecting Dropbox from an Apple desktop or laptop computer upgraded to File Provider, it is automatically downgraded to the previous setup ... or, when reconnecting, can I simply choose the Library>CloudStorage folder again to get back where I was with File Provider ?

Happy to help here.
We're currently working on making this a smoother experience. At this time, when signing back into the Dropbox app, you will not end up on the File Provider experience, and will need to opt in to end up back on it.
PS: Users on a Beta version of the desktop client would end up back on FP.
