The desktop app on Windows 11 isn't connecting to the internet

Question or Issue
Brand new Windows 11 PC setup, fresh install, fully updated. Dropbox will not connect for initial installation. When the install completes and the app opens it is stuck on "Reconnecting to the internet. This may take a moment". The task bar does not even show the dropbox icon. I have tried:
- rebooting
- reinstalling Dropbox
- resetting network adapters
- rebooting network (modem/router)
- flushing dns and resetting sock
- completely disabling the firewall and built in native Windows virus protection
- manually changing my IP address
- going into the Preferences in the Dropbox app and setting custom proxy settings to No Proxy.
- I have reset my computer time/date and made sure it's correct
- I have tried running the install package with Run as Administrator
- I have uninstalled Onedrive and every other non-essential software
- I have verified there are no other anti virus software installed
- There is no VPN running or installed.
Absolutely nothing has worked. I have 30 other workstations on this network (PC and Mac) that are running Dropbox just fine.
Selecting "Sign in" in the app settings results in a "Unable to connect to Dropbox" error. I can connect to Dropbox.com and log in fine. Everything works except the Dropbox app on this one new machine.

Same issue here. Brand new computer, Windows 11 Home.
A few additional notes:
- Installation never really completes. The installer window closes without a success message, and Windows Explorer crashes/reboots.
- C:\Program Files\Dropbox\Client does not get created.
- Although a grey icon appears in the system tray, clicking it shows only a window with a loading animation. Clicking sign-in from the menu in that window results in an error.
- After a reboot, the icon in the system tray is gone – the Dropbox process doesn't restart.
