I believe I did a minor OS update a week or so ago, but had a few days off, so I'm not certain if that's when it happened. As mentioned, I restarted the machine, so I assume that counts as restarting finder, but just in case, I also just relaunched finder, and no change. No I do not have any other tickets about this.

Would you mind clarifying the app's current syncing status? You can find it by hovering your mouse over the little Dropbox icon in your menu bar next to your WiFi.
While you're at it, could you also confirm the location of the Dropbox folder on your machine? Are you running the File Provider version of the Dropbox desktop application, where the Dropbox folder is located in the 'Locations' area in the Finder navigation window?
A screenshot showing the Dropbox folder without any sync icons would also help.
