Can I create hyperlinks in a PDF to locations on my local Dropbox folder on Mac?

It might be possible to create a URL to locate a file in your local directory on your computer, however, you'd need to research on how to create this URL to be read on Mac devices.
Regarding the other users in the company, as the file might be in a different folder, and depending on how you create the link, it might not work for them. If they're not using Mac devices, this would most likely not work either.
