Hi Megan,
Yes, the email address associated with your Dropbox account is the same as the email address used for your Google account.
Additional update: this same issue is now occurring with other files. Initially, it seemed to be isolated to Google Doc files that I created within a certain folder. However, now this issue is affecting other Google Docs that I created within Dropbox.

I have the same issue now as well. My internet is stable and my e-mail address is the same. Hopefully there will be a solution soon!

Megan I contacted Support yesterday and opened Ticket #15761752: Dropbox Support Chat.
After doings so, I noticed that the issue seems to have resolved itself, so I'll be closing out this ticket.
We were able to workaround the issue by: downloading the affected (Google Doc) file, working on it offline (in Word), then re-uploading to Dropbox. On the uploaded (and updated) version, we were able to to open in Google Docs and use the Comment tool.
