Hi inkane
Basically those instructions are correct - you need to download them (you can do full folders at once if needed) and then resave to your machine/USB etc.
If you have space on your device why not install the software and let it do it all for you? www.dropbox.com/downloading

HI, great community, especially thanks to Mark, Rich and Jay. I gave the "solution" marking to Mark's very first reply, which is basically the procedure I have used. Doing it in batches helped immensely. But Rich and Jay also gave important solutions. I discovered that I over the last several years had managed three accounts with team folders and sharing etc, in a great chaos. Now after three more days, my harddisk holds only one of each file, and two accounts are clear, and the 2 Terrabytes on my remaining account are down to zero!
Will hopefully not be back for a while, but am for now a very pleased Dropboxer. Aurevoir, all.
