I'm getting a monthly charge for a free account.

Good Morning!  I have had quite the time navigating the DropBox site as I am being charged monthly for a the basic membership which is free.  And with this membership, email support is not included. ...

    You cannot be charged for a free account. So, if you are being charged you have 2 accounts - one that's free and one you set payment up on. 

    Did you pay on Credit card? If so use https://help.dropbox.com/billing/find-credit-card-charge to work out what account is upgraded, log on to it and stop payments.
