Just to be clear, you're no longer able to sign in to the account, correct?
If the account is truly deleted then you wouldn't be able to sign in to it, and there were be nothing to cancel anymore. Also, unfortunately, once an account has been deleted it can no longer be restored.
Try to sign in to the account again to make sure it truly is deleted.

The account was actually deleted.
However, I received a text message saying that the payment was made before it was deleted and that the payment was not made because there was no money in the current account.
I would like to resolve this issue.

Hi again, kim2012. You mention that the charge went through, but that you weren’t charged after all due to an issue with the payment method. Can you clarify that for me, please?

The plan is currently in payment pending status.
I received a text message saying that I will pay the fee of 119.88 USD.
However, I received a text message saying that the payment failed because there was no money in the account.
However, after receiving the payment text message, I deleted the account that I used to pay the plan!
I know that I cannot recover the deleted account, so I want to cancel the payment by canceling this plan!

Have you tried to contact Dropbox Support directly for this?
You can visit the Support page while you're not signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
Once you do, feel free to send me the ticket number reference, in order for me to locate it on my end.
