When you say that the device is locked by Dropbox, would you be able to let me know more about this?
Is there any chance that you wish to remove a previous Dropbox account from the device? If you have any screenshots feel free to share them with me, just make sure none of your personal info is shown there.

Sure, I was trying to install a new iOS on a mac mini 2014 I just received, but after going through the installation, I got a popup that said 'Remote Management' and it said something along the lines of 'This computer can be monitored by Dropbox'.
