What sequence of actions causes this "black pop up box" to appear, and where?

At the moment it's not possible to entirely remove it, unless you click "Got it", but your feedback regarding this has been very valuable and I will endeavor to make sure your voice is heard.
I will pass on your comments to the relevant departments so that we can further improve our product.

When you click got it it comes up again with the next document you open.
