I was not in the right area I believe. I was in docsend which I believe is not covered under dropbox plus correct? 

Does that mean if I want to create a document that I can attach a QR code too it cannot be done through dropbox sign?

Yes, the Dropbox DocSend is a separate product from Dropbox and Dropbox Sign KW25 

As for creating a QR code to share a document, you can do it via Dropbox through these steps.
