I have an existing Dropbox account and can view all my files on my Dropbox account on my computer. I successfully set up Dropbox Paper (version 304.1) on my Android phone and logged into my Dropbox account, but none of my existing files appear on my phone. If I create a new file on my phone, it appears on my computer, but not vice versa. So my phone syncs with my computer, but my computer does not sync with my phone. How can I fix this?

Are the Paper documents visible on the Dropbox Paper site, or in your Dropbox account itself?
