Two Factor Req but iPad was Stolen

Different account - I have my AppleID but my iOS device was stolen so I don't have a way to turn on two factor. No alternate iOS or macos device to log in from. Help, the catch 22 is driving me to despair. Thanks!

The only way is to use the recovery codes you were given when setting up the account. Without that, or, the 2FA code there is no way to access an account
