Hi Walter,
what’s the next step,
cause I need to recover my data somehow, and it seems that nothing can happen from Dropbox, except if you know a solution to “negotiate” with them, or is it because I haven’t find out the right way to use the UI & succeed to process the recovery of my data.
any feedbacks from you are more than welcome cause I don’t know how to address to Dropbox the issue I am facing.

Olius, did you click on the ellipsis button/the button with the 3 dots that Walter mentioned previously?
If yes, there should be an option to download your files.
In case you can’t see it though, please send me one more screenshot of the options you see instead.

I am having the same problem. I just want to see what is in my photos so I can delete some to get below 2 gig basic limit. All my photo folder says is "you have no photos or videos" and a sleeping dog. All other files are empty. I am unable to access anything without upgarding to next plan, which I don't want to do!
