Just to make sure we're aligned can you clarify this: when you access your Finder and search for your Downloads folder do you get any results?
It sounds like you had previously enabled our Backup feature. Can you visit this page, and let me know what you see there?
A screenshot of the exact error you've been getting would also help, so feel free to attach one.
