Can you please let me know if you're trying to open this file on our website, on your computer from within your Dropbox folder or via our mobile app perhaps?

It looks like this file is missing its extension for some reason. If you're sure it's an mp3 file, could you rename it appending the .mp3 part to the file's name?
Also, the icon you see on the left is the UFO icon which generally means that there's no preview available for the file you selected.
Assuming that the file was uploaded correctly, adding back its extension should help resolve this.
