Why can't I edit a file?

Hi there, I wanted to ask, why I couldn't edit a member file that it clearly says i can edit it   looking forward to hearing from you, thank you

    This file is located in your root Dropbox folder, and isn't shared to any individual. Did you originally download the file they provided into your Dropbox account?

    Most likely, the file you're looking for is visible only via the site on this page.
