"Couldn't copy link" error only on a specific file
I have added a file to a directory however when trying to download the folder as a zip the file is not there
If I try to create dropbox link just to that file I get this message

Yes correct. I can create a link to the directory itself or any other file inside it without and issue.
I tried to again copy the directory from my laptop to another destination on dropbox same error. I tried copy just the file to another destination same error.
Zipping the file and then copying it to dropbox is successful., Here is the link: (removed)
I tried downloading this and extracting the file and it is there correctly. Windows defender on a fully updated machine find no threats. Again this file was simply included in a project by running "dotnet publish" which copies it from Microsoft dotnet SDK.
As far as I can tell for some reason dropbox incorrectly flags this file and refused to link to it.
