Do shared folders from other people count against my quota?
Someone shared a folder with me and it's making my dropbox too full to be basic account so I upgraded for two-months. IT seems wrong that Dropbox is forcing me to upgrade when someone else, who pays ...

As you've noticed, shared folders do count towards the quota of all members of the shared folder. If you're on a Dropbox plan that doesn't have enough quota to join the folder, then you would need to increase the quota on your account using referrals, or upgrading to a paid plan with enough quota on it.
As a workaround, you can ask the owner of the shared folder to create a shared link to the folder, which will allow you to view it on the Dropbox site, and then download the files in that folder.
If you then need to upload files to that person, they can create a file request link for you to upload to their account directly.
