How do you stop automatic uploading of pictures & videos when you pugin a phone to a PC? I've read the article on how to do this, but I can't find the 'Preferences setting' in any drop down menus lik...

It sounds like you might have your camera uploads enabled on your desktop app.
As you pointed out you'd need to access the app's preferences as mentioned here. Here is how to do that: you'd need to locate your little Dropbox icon, on your task bar next to your WiFi icon, and click on it.
If you don’t see it in that row of icons, click the arrow, to see if it’s in the overflow area. Then you'd need to click your avatar (profile picture or initials) in the top-right corner.
However, if you're not able to see your icon at all, check to make sure you're not on the website, and let me know or send me a screenshot of what you see on your end.
