How to upload to Dropbox, without using up local disk space?

Yes. The Dropbox folder on your computer is a regular folder like any other and it takes up space like any other, but there are features that allow you to save local disk space, such as Selective Sync and making files or folders as Online-only.
The error you saw was likely referring to the amount of space on your local drive. If you don't have enough local space to hold everything you want to upload, then you'll need to do it in smaller batches and then make those files Online-only to regain that space before uploading your next batch.
