Sorry, I can't seem to find my reply I sent you so here are the answers to your questions:
I removed the email account of the owner, and so that person does not show up when I view the folder.
Yes, the person did see the folder, but could not access it.
Records should show that I was the original owner of the folder for a long time and I would like to be restored as the owner

Thanks for the reply. Currently, it wouldn't be possible for us to change the ownership of a shared folder, for security purposes, only the current owner of the folder can do that.
When the owner tries to access the shared folder, what error do they get?

The person does not get an erroe and can't see the folder.

Then you'll need to do as Mark suggested and create a new folder, share it with everyone that needs access, and then move the files from the old folder to the new folder.
There's no way for Dropbox to reinstate a previous owner, and only the owner of a folder can pass the ownership on to someone else.

It isnt possible to add somebody back to owner of a folder.
All I can suggest as a quick fix is set a new one up and delete the data out of the current folder
