I have bought a new PC, Win 11, twice as much SSD memory 1Tb , so that the PC is not the limitation. I have the same original problem. Dropbox taskbar says that all files are up to date but Win Explorer shows folders have incomplete synch (opposing arrows) even though all files are synched (ticked green circle).

Yes, I rebooted the PC, with Dropbox automatically restarting, and there was no change.
I have refreshed the Windows Explorer screen with F5. No change.
