Hi MVJump, it looks like you've both shared the file (as it says 'Unshare file' at the bottom), and created a shared link to the file.
If you share a file directly to a user, they would require a Dropbox account to view the file.
Instead of sharing the file directly to users via their email address, could you copy the shared link from the second image, and then email that link to the people you want to view the file?

I'm having the same problem. I shared a view-only PDF file as a test to my nonwork email because our clients were having problems. I received a popup requiring me to create a new account or log in and did NOT have the option to click off the popup. I was forced to create an account to see the file. This is not acceptable for sharing work with clients.

Can you provide a screenshot showing the settings for the link in question? And another of the full popup that you received? Mask any private information such as names or emails, if any are visible.
