Hi MVJump, it looks like you've both shared the file (as it says 'Unshare file' at the bottom), and created a shared link to the file.
If you share a file directly to a user, they would require a Dropbox account to view the file.
Instead of sharing the file directly to users via their email address, could you copy the shared link from the second image, and then email that link to the people you want to view the file?

Thanks, Jay! That made all the difference. It's confusing though, because the button says "Share" and it's far bigger on the page than "Copy link."
