Why are my files outside the Dropbox folder being synced to Dropbox?
Why unexpectidly, all my files appear with the Dropbox logo icon on my PC, as shown below?

It looks like you might have activated the Dropbox Backup feature on your account, since the Documents folder shows the sync icon.
You can disable it by following these steps.

Thanks for your quick reply. Unfortunatly I can't find the proper Dropbox Icon with the "Synchronisation and Sauvegarde" line of command. My account set up must be wrong.
I used it initially to receive files from others and now I realize that all my personal files seem to be stored on Dropbox.
No surprise that I have been recently informed by Dropbox that my storage space needed to be extended. However it was not my choice to use Dropbox as a back-up system, since I do it myself.
And now I am stock with this situation. Any other clue to get out of that?

Could you check to see if the backup is visible on the Dropbox site instead, and if you can disable it from there?

Yes I can see my Document directory on the DropBox site as shown below:
And when I enter in th Backup page this is what I am invited to do:
