I'd like for you -or your friend- to access the Dropbox account online, and confirm if all their content is deleted there.
What does your friend see when visiting their plan page online?

Nothing shows up online in their Dropbox account. Yet the app continually reports that it is over the limit.

You haven't mentioned what's reported in regards to their quota though, Erika Could you ask them what's shown in their plan page?
Could it be that they've enabled the Dropbox Backup feature at some point perhaps?
You should be able to check this by having them navigate to the backups page.
