I have 1 GB, not 16 GB which is reported by Dropbox notifications and emails

Constant notifications and emails are frustrating.

I have 1.16 GB of some docs and a few photos - as measured by 3 different tools on Windows 11.  Dropbox is telling me I have 16 GB and forcing me to upgrade to a plan.  

Why doesn't the size on disc locally inform the cloud properly??

    That's not how it works. You can have more in your account online than you have stored locally on your drive. You could have used Selective Sync or marked files as Online-only to remove them locally while leaving them in your account, or you could have the Backup feature enabled.

    Have you checked your Backups page?
