This is part of the new Dropbox for Windows update which is focused on the changes introduced with Microsoft’s new sync API called Cloud Files. There are several changes in how Dropbox works, including the new Status column (which is a Windows feature, not Dropbox), which you can read about here.

What you're seeing is likely a result of the file not actually existing on your local drive. If the status icon isn't a solid green, the file is likely marked as Online-only and needs to be downloaded back to the computer before it can be opened.

Right-click on a file before opening it and make sure it's marked as Available Offline. You can do this for individual files, groups of files or even every file and folder all at once. Just select them, right-click, Make available offline.

Maybe? The first link I included above has a section describing how to opt out of the update, which is done during the installation of the Dropbox app. Assuming it's possible to go back, you'd have to uninstall and reinstall following those steps. I just don't know if you can go back after already updating to the new Dropbox for Windows update.
