    Adding: I submitted the question to Dropbox support and received the reply (as noted in previous posts here) that .dbxignore is a placeholder file created by Dropbox, having something to do with log files (not a complete explanation). They advised that the file could be deleted safely. I found that I had 5 or 6 instances of the file, each in a separate folder (Downloads, Documents, etc), so I deleted all of them and the backup process then became "unstuck" and ran to completion. No more constant CPU load from it. Obviously, this problem still occurs for several users and needs attention from Dropbox.
