How can I change my local files on Windows 11?

I have not been able to find the location to change the local files on Windows 11.

    Can you clarify what you mean when saying you’d like to change your local files on Windows 11? 

    Do you want to change the status of your files from available offline to online-only (or vice versa) perhaps?
